Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection, Air and Marine Operations.
Duties
As Director of Operations, you will oversee air and marine operations across your area of responsibility (AOR), including operations conducted from bases established within the borders of cooperative nations within the AOR. To accomplish U.S. Customs and Border Protection missions within the AOR, you will have operational control or management authority over personnel and aircraft of various types, including long range maritime patrol aircraft, medium range multi-role aircraft, a variety of helicopters, and other fixed-wing interceptors and light enforcement aircraft; marine vessels, including open-ocean interceptors, coastal patrol craft, and riverine vessels; and major air operating sites and marine units.
The high value of the assets employed and the complex nature of coordinated air and marine anti-terror and law enforcement operations require executive level leadership. You will serve as the principal senior executive responsible for fully coordinated operations across the entire AOR. Working through local Directors of Air Operations, Directors of Marine Operations, Border Patrol Sector Chiefs, and State/Local and International partners, you will ensure assets and personnel are employed in the most efficient manner to meet all AOR-specific threats. You will be responsible for conducting complex operations planning across sectors, addressing requirements for resources through the agency's budget and acquisition processes, assessing the effectiveness of air and marine forces within the AOR, and coordinating both long-term support requirements and special operations with military and naval flag officers and senior executives from other Federal law enforcement agencies.
As the Director of Operations, you will serve as the single air and marine expert for all operations, both foreign and domestic, and as such will serve as the technical advisor to Headquarters for all matters pertaining to your AOR. Using intelligence gathered from numerous sources, you will assess current and emerging threats, direct responses within the AOR as appropriate, alert Headquarters to changing threat patterns, and alert other Directors to threats to their AOR. You will have the authority to reassign assets and personnel to meet urgent operational needs. You will also continually assess the operational readiness of all aircraft, marine vessels, and personnel, and the material condition of all facilities and capabilities in the AOR.

Technical Qualifications - Mandatory
6. Expert knowledge of and ability to manage a large, complex air and marine interdiction program, to include demonstrated military or civilian experience in major aviation operations.
(Note: Aviation leadership experience is mandatory for this position. A combination of aviation and marine leadership experience is desirable, but not mandatory.)
