Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations, Great Lakes Air and Marine Branch, Selfridge, MI.

Duties

This position is ideal for a seasoned Marine Interdiction Agent looking for an opportunity to direct a workforce of marine law enforcement professionals, participating with highest-level officials in administering, managing, and planning the agency's marine program, where the work requires the application of marine and law enforcement knowledge and skills. This position starts at a salary of $150,858.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500 (GS-15 Step 10). Typical work assignments include: Exercising broad management direction and oversight of the organization, making major decisions on projects, program emphasis and division of resources. Conducting long range planning to meet future objectives and determining the need for coordination of necessary organizational changes. Representing the agency, exercising significant authority in meetings with multiple agencies to coordinate joint enforcement efforts and to advise higher ranking officials. Setting priorities and preparing schedules for completion of projects. Determining goals and objectives that require special emphasis and determining the best approach for resolving budget shortages. Fostering cooperation to ensure the successful exchange of information and knowledge among DHS components relative to marine interdiction related issues.

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning and organizing operations to ensure overall objectives for identifying and apprehending persons engaged in the smuggling of people, narcotics, and other illegal contraband by watercraft, vessels, and vehicles Coordinating and supervising marine interdiction activities with internal agency components and other federal, foreign, state and local law enforcement agencies Setting priorities and assigning law enforcement personnel and watercraft to marine enforcement missions Formulating and developing work plans for marine interdiction personnel. Masters Certificate: This position requires that you currently hold or have previously held a USCG Masters Certificate of any tonnage. If you are not currently a GS-1801 Marine Interdiction Agent or Supervisory Marine Interdiction Agent, then you must upload a legible copy of a currently held (valid) or a previously held (expired) USCG Masters Certificate of any tonnage with your application showing capacity. Secondary LEO Covered Position: This position meets the eligibility criteria for law enforcement officer (LEO) retirement under both the Civil Service Retirement System (CSRS) and the Federal Employee Retirement System (FERS). To qualify for secondary retirement coverage, you must move directly from a primary/rigorous position to a secondary LEO position (without a break in service exceeding three days) and have completed three years of service in a primary/rigorous position, and, if applicable, have been continuously employed in a secondary position(s) since moving from a primary/rigorous position, without a break in service exceeding three days. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/11/2023. Polygraph Examination: The SUPERVISORY MARINE INTERDICTION AGENT position is a polygraph-required position. You will receive information to request a waiver in your Background Investigation Package. Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: Working for the U.S. Government as a federal civilian or as a member of the military A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government Participation in a study abroad program sponsored by a U.S. affiliated college or university Working as a contractor, intern, consultant or volunteer supporting the U.S. government Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
