This position is located in the Employee Relations & Performance Management Branch, Human Resources Management Division (HRMD). Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-11, MCC uses a pay banded system to compensate employees. This position is pay band 4C which is generally equal to GS-11.

Duties

Provides technical expertise regarding performance management (PM) policy, as well as the development, implementation, and evaluation of the program within the corporation. Advises staff on how to effectively use employee performance and awards programs. Advises management regarding mandatory requirements, such as employee performance plan issuances, quarterly and mid-year reviews, and final performance reviews. Assists with administering the agency's rewards and recognition program and participates in the facilitation of the agency's awards committee activities. Provides guidance to supervisors regarding rating cycle (performance planning, feedback, mid-year reviews and final reviews) timelines, and ensures mandatory requirements are met. Produces status reports for rating cycle milestones (performance plans, mid-year reviews, and final reviews). Assists with entering backend data in the Performance Management System. Provides technical assistance in connection with documentation requirements as it relates to the rating process, informal and formal appeals of appraisals, and any related formal grievances. Develops instructions, guidance documents, and standard operating procedures for the performance management process. Participates in groups or task forces directed toward improving customer/client satisfaction and bringing about improvements in policies, practices, and procedures. Participates in the development and presentation of performance management material for formal training sessions for employees, supervisors, and managers. Serves as a Certified Contracting Officer Representative (COR). Performs other related duties as assigned.

Qualifications

To qualify for pay band 4C applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 5A (GS-9) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: providing technical advice regarding performance management policy development, implementation and evaluation; advising management regarding mandatory requirements, such as employee performance plan issuances, quarterly and midpoint reviews, and final performance reviews; advising on employee rewards and recognition program requirements; and developing instructions, guidance documents, and standard operating procedures for the performance management and awards process. Note: This experience MUST be well documented within your resume or application. OR Applicants may also qualify based on completing requirements Ph.D. or equivalent doctoral degree, if related to the work of this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Must have completed three (3) full years of progressively higher-level graduate education leading to such a degree, if related to the work of this position. OR Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements, if related to the work of this position. Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 5A or GS-9 to be eligible for pay band 4C.
