Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Office of Small Business, Export Credit Insurance (ECI) Division. ECI is responsible for the Bank's exporter short term multi-buyer and single-buyer insurance products for exporters and financial institutions. These products protect an insured from losses resulting from the granting of trade credits (trade credit is a business transaction whereby credit is offered by product vendors or service providers to their customers as an alternative to pre-payment or cash in advance terms) due to credit risks such as a protracted default (non-payment on agreed upon terms), insolvency, bankruptcy, or political risks (currency controls, political unrest, and /or expropriation) and various other risks.
The incumbent serves as Loan Assistant/Specialist (Commercial) advance trainee for ECI. This is a developmental trainee position involves assignments for both the underwriting of transactions involving short term programs offered by ECI and account relationship function.
At the full performance level, duties include, but are not limited to:
Underwrites transactions associated with export credit insurance policies, including policy quotes, amendments, and renewals by single buyer and multi -buyer transactions.
Reviews applications for completeness, accuracy, and compliance with Bank policies and undertakes an analysis to determine reasonable assurance of repayment ensuring compliance with case processing procedures; gathers any necessary credit or financial information from applicants; identifies key issues and mitigating factors that may impact the credit assessment; and coordinates all necessary inter-divisional activities to complete the approval process within published standards.
Serves as a Relationship Manager with responsibility for complex transactions from receipt of application to final decision on credit worthiness. Works directly with lenders, borrowers, Office of General Counsel and other divisions and offices in the agency.
Prepares memos with appropriate recommendations under Individual Delegated Authority (IDA) and to the appropriate approval authority for those transactions exceeding an IDA.
Advises customers which EXIM's products are best suited to their needs. Responds to requests for assistance from existing policyholders , exporters, banks, brokers and regional officers and educates them on EXIM requirements, policies, procedures and EXIM's web based application processing system.
Conducts user acceptance testing and validates system functionality and usability upgrades on the online system.
Conducts site visits to (a) assist exporters in understanding their insurance policy and to assess the exporter's industry, receivables portfolio, and ability to make credit decisions and (b) meet with buyer's to understand their business, aid our underwriting process and foster new business.
Evaluates the ability of the lenders, exporters, suppliers and other participants to perform under a transaction, to expand business opportunities, and assess current and potential transactions.
Represents the Bank in external meetings and conferences with a wide variety of entities. Participates in internal work groups that evaluate and make recommendations regarding improvements in EXIM's programs, policies or processes.
Provides assistance, guidance, training and leadership to junior Loan Specialist.

Qualifications
Basic Requirements:
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-07: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-05 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience in providing customer service to internal or external customers;
Experience or knowledge in communicating financial information to others; AND
Experience in using database and spreadsheet applications, statistical software programs, and/or other financial management systems/computerized tracking models for data information and statistical reports.
OR
If you are substituting education for experience to qualify for at this level, you must have 1 year of progressively higher level graduate education leading to a master's level or equivalent doctoral degree in a related field.
OR
If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.
OR
Superior Academic Achievement: A bachelor's degree in finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or another field related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology from an accredited college or university with either: 1) a grade point average (GPA) of 3.0 based on a 4.0 scale; 2) a 3.5 GPA based on a 4.0 scale for required courses completed in a major field of study during the last two years of undergraduate study; 3) class standing of upper third of the graduating class in the college, university, or major subdivision of the college; 4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies
