Performs work in direct support of an administrative area such as human resources, budget, procurement, purchasing, management analysis, or operating program analysis. Performs clerical, assistant, or technician level work in support of a budget, accounting, auditing, payroll, fiscal, and/or financial management functions and duties. Incumbent performs budget administration support, financial systems support, payroll, cash processing, voucher examination, or accounting technician work.
Duties
Major duties and responsibilities include, but are not limited to:
Examines, verifies, and maintains financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data.
Determines the general ledger accounts, journals, and subsidiary accounts affected, and the debit and credit entries to be made.
Summarizes transactions and prepares control documents or other posting documents reflecting the entries to be made.
Processes and transmits deposit of funds collected from debtors (MCCF, vendors, employees) using correct appropriation for deposit of funds to correct general ledgers.
Processes obligations, adjustments, and payments to General Post Funds in an accurate and timely manner so that accounts can be readily reconciled at the end of the month by the Lead Technician,
Maintains accounts that made up an identifiable segment of an integrated double entry accounting system. such as a group of related accounts for a number of different activities, or all types of accounts for major organizations, cost center, or projects.
Understands the account relationships within the segment of the accounting system assigned and a general understanding of the relationships with other accounts in the integrated system.
Monitors assigned block of FCP's to ensure that obligations do not excess available funds, notifies supervisor, and contacts FCP official as needed to resolve potential out-of-balance situations.
Reviews documents to ensure their accuracy, that they are authorized in conformity with existing regulations, that they are charged to the proper appropriation, and that sufficient funds are available.
Obligates electronic and hardcopy documents for supplies, services, contracts, equipment, travel, etc.„ using correct transaction codes, cost centers and sub accounts with 2% rejects allowed.
Has technical responsibility for the maintenance, auditing, and reconciliation of the general and subsidiary ledger accounts, for the preparation of accurate and timely reports, and for the control of funds.
Researches, interprets, and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions.
Prepares reconciliations of the general ledger to subsidiary accounts, accruals, adjusting journal entries, accounting reports and special reports,
Acts as the facility Employee Transportation Assistant, when needed, preparing travel orders, authorizations, vouchers, budget submissions, and coordinating the Travel Management Program.
Performs other related duties as assigned,

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with various computer applications to include Microsoft Word and Excel, Outlook and Teams, and possess an aptitude for working with various web applications.
Knowledge of a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity.
Knowledge of automated accounting and budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations.
Knowledge of a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex accounting, budget, or other fiscal transactions.
Experience in oral communication and written communication, ability in resolving work issues or processes with little or no supervision.
Knowledge of various accounting, budget, or other financial regulations, laws, and requirements to ensure compliance and recommend action.
Knowledge of extensive and diverse accounting, budget or other financial regulations, operations, and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints, discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge.

Physical Requirements: The work is primarily sedentary with some carrying of computer reports, boxes, and ledgers., but some walking, bending, and lifting is required as in a normal business environment.
