This position is located in the Extended Care and Rehabilitation Service Line at the St. Cloud VAMC and is under the direct supervision of the Director, Extended Care and Rehabilitation. Performs analytical and evaluative work associated with line and/or program activities. Develops the need for and maintains an awareness of available resources, and makes recommendations to Extended Care and Rehabilitation management regarding needs, distribution or redistribution of these resources.
Duties
Duties for this position include but are not limited to:
Responsible for service line fund control points.
Gathers and analyzes budget needs of the Service Line and supervises all phases of budgeting within administrative requirements.
Plans a system of internal control which assures the fiscal management of Extended Care and Rehabilitation will be maintained on a sound basis in accordance with generally accepted accounting practices.
Responsible for formulation and execution of annual budget including education, salaries, awards, travel, supplies, equipment and all other general operating expenses.
Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub-accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations.
Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels.
Assists in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Monitors space and equipment programs.
Establishes HR/Equipment/Space Policy for the unique and/or complex organization.
Serves as a key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.
Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions with areas of responsibility.
Responsible for monitoring, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-09: You must have one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing, analyzing, evaluating, advising or improving on the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions in a management role/setting. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree (or higher), or two (2) full years of progressively higher-level graduate education leading to such a degree in a subject area directly related to the position to be filled, or an LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first year of graduate level education.
Specialized Experience GS-11: You must have one (1) year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing, analyzing, evaluating, advising or improving on the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions in a management role/setting. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in a field that is directly related to the work of this position, or an LL.M., if related. (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree or two full years of graduate level education.
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Preferred Experience: Work experience that is applicable to equipment, supplies, post-acute and long-term care, rehabilitation, geriatrics, and data analysis to include, but not limited to, VSSC, Pyramid, and PowerBI.

Education
