This position is located in the Primary Care and Specialty Medicine Service Line at the St. Cloud VAMC and is under the direct supervision of the Director, Primary Care Service Line. Performs analytical and evaluative work associated with line and/or program activities.

Duties

Duties for this position include but are not limited to: Develops the need for and maintains an awareness of available resources, and makes recommendations to Primary Care and Specialty Medicine management regarding needs, distribution or redistribution of these resources. Responsible for service line fund control points. Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Responsible for strategic planning and direction, budgetary oversight and the administrative management structure to support a comprehensive medical patient care delivery system. Works closely with the Primary Care and Specialty Medicine Service Line Director, Medical Director and Associate Nurse Administrator to develop both long and shortrange policies and plans for the organization by coordinating the medical administration needs of the organization(s) for which accountable. Assist in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Monitors space and equipment programs. Incumbent serves as COTR for the Specialty and Hospital Medicine Service Line. Responsible for preparing and/or reviewing procurement requests, writing, reviewing, and presenting scope of work. Supervises staff and/or employees to accomplish administrative work of the organizational unit. Incumbent will supervise Program Assistants, Program Support Assistants, Management and Program Analyst, and Supervisory Medical Support Assistants. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 and for the GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with formulating an annual budget, including salaries, travel, supplies, equipment, and other operating expenses; working with programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management; reviewing/approving orders for supplies, services, and equipment, ensuring needs of each section are met; and performing various supervisory duties, such as assigning work and personnel management functions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's degree (or higher) or 2 full years of progressively higher-level graduate education leading to such a degree in a subject area directly related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year by 18 semester hours. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: strategic planning, budget preparation, five-year plans, public relations, management of a managed health care program; and the ability to develop, evaluate, and adjust organizational structures and management systems. Ensuring needs of each section are met; performing various supervisory duties, such as assigning work and personnel management functions; developing long- and/or short-range policies and plans for an organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in a field that is directly related to the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of 36 hours . You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary although some slight physical effort may be required.
