This position is part of the Department of Energy, Office of Intelligence and Counterintelligence. As a Intelligence Research Specialist, you will be responsible for supporting DOE's statutory responsibilities under the Foreign Investment Risk Review Modernization Act and the Committee on Foreign Investment in the United States (CFIUS). CFIUS has the authority to review foreign acquisitions and investments in U.S. businesses and address national security concerns arising from the transaction.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a full performance level GS-13, you will:
Represent Department of Energy (DOE) in the planning and execution of research and collection efforts to support the Office of the Director of National Intelligence (ODNI) in the production of National Security Threat Assessments for CFIUS transactions.
Participate in the development of concepts papers, identifies key questions, creates outlines, edits draft papers, and conducts IN-wide research and analysis on foreign direct investment in the U.S. that impacts DOE.
Present and articulate DOE positions based on guidance from senior analysts.
Represent Department of Energy's Office of Intelligence and Counterintelligence (DOE-IN) on intra-agency and interagency committees.
Requirements
- Must be a U.S. Citizen or National.

- May be required to successfully complete a 1-year trial period.
- This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
- In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
- The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- Limited telework may be available based upon mission requirements of the position.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is not included in a Bargaining Unit.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
GS-12: You must have one year of specialized experience equivalent to the next lower grade (GS-11). Specialized experience for this position is defined as:
Review foreign investment transactions of national defense or foreign relations to determine the effect of such transactions.
Gathering information to prepare briefings, memoranda, reports, presentations, talking points or other materials for senior officials related to CFIUS cases or foreign investment issues.
Establishing relationships with peers or experts at various agencies to ensure a comprehensive understanding of key issues associated with foreign direct investment in the U.S.
GS-13: You must have one year of specialized experience equivalent to the next lower grade (GS-12). Specialized experience for this position is defined as:
Assisting with the development of intelligence analysis for senior officials within or outside the agency on issues relative to the Committee on Foreign Investment in the United States (CFIUS).
Assisting with preparing briefings, memoranda, reports, presentations, talking points or other materials for senior officials related to CFIUS cases or foreign investment issues.
Providing analytical products to provide information for policy makers to understand issues and make decisions.
