This position is at the full performance level and is in the Veterans Health Administration (VHA), Southern AZ VA Healthcare System (SAVAHCS), Graduate Medical Education Service (GME). SAVAHCS is in Tucson, AZ (678). The primary purpose of the Supervisory Program Specialist is to provide program support to the Office of Academic Affiliations/Graduate Medical Education (OAA/GME).
Duties
Interprets findings resulting from studies that are independently developed
Establishes and studies methods and techniques to be utilized in program studies and audits
Applies analytical and evaluative methods and techniques to issues or studies concerning administrative support functions
Serves on affiliate university and VISN committees as appropriate or accepts assignments pursuant to shared educational objectives with these groups
Establishes and maintains disbursement agreements and other agreements subsidiary to affiliation agreements (e.g., acknowledgment of receipt of sensitive information or sharing agreements for VA training)
Serves as a member on Joint Commission review teams for Education & OAA (Office of Academic Affiliations) standards
Works with program managers to ensure training programs support facility compliance with Joint Commission standards
Oversees the processing of Program Letters of Agreement (PLAs) and Affiliation Agreements
Plans training and development of team members
Responsible for on-boarding and off-boarding of approved trainees
Work Schedule: Monday to Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and/or evaluative methods and techniques; Developing and/or implementing environmental policies, procedures, and systems; Identifying, analyzing, planning and making recommendations on work.; Reviewing and reconciling large amounts of data; Study methods and techniques to be utilized in program studies and audits; Analyze and measure the effectiveness, efficiency, and productivity of organizational programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate level education leading to such a degree or LL.M. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at graduate level.
