Duties

Serves as a Procurement Analyst and advisor to procurement officials and subordinate activities throughout the organization, performing a variety of duties required to interpret, evaluate, develop, and implement organization wide policies and procedures relative to both competitive and noncompetitive acquisition of supplies, services, information technology and enterprise systems. Reviews higher echelon policies, regulations, directives, public laws and procedures relative to acquisition and contracting and identifies areas affecting the acquisition program, short, mid and long range implications of policy trends and regulatory requirements and the associated impact on functional areas within the contracting organization. Develops formal response to a wide variety of diverse tasks, data calls and requests for information on acquisition related topics from both internal and external higher authorities.

Requirements

  • This position requires a Secret security clearance.
  • This position may require a one-year probationary period.
  • This position requires temporary duty (TDY) travel up to 15% of time.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty.

Basic Requirement for 1102 Series Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify for the GS12 grade level your resume must display at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes performing the following duties; 1) Managing contractual/procurement methods and techniques such as sole source or competitive and various contract types in order to analyze contracts/ agreements; 2) Reviewing Federal, departmental, and command acquisition laws, regulations, and procedures applicable to contracts/procurements; AND 3) Recommend procurement objectives and contractual strategies for supply and service requirements. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsContracting/ProcurementProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
