You will serve as an Engineer or Scientist in the Airborne Electronics Attack Systems Division, Spectrum Warfare Systems Department of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will be the Airborne Electronic Attack Systems Division Chief Engineer for the Division’s Technical Execution and Principal for technical oversight. You will ensure compliance with technical execution reviews, including oversight of division-level technical execution reviews, and the coordination of Department and Command level technical reviews of division projects. You will be the liaison and technical advisor to the Department Chief Engineer and the Chief Engineer Council. You will oversee the division risk management process in accordance with division, department, and command instructions to ensure sound application, and participate in risk reviews as appropriate. You will support technical planning, coordination with division manager, department Chief Strategist and Chief Engineer to support creation and execution of Command vision, strategy, and goals within the division. You will ensure the division embraces a culture of continuous improvement to its products and services. You will ensure all test procedures and processes are properly reviewed and documented prior to allowing testing to proceed and review all test set ups prior to initial test operation. You will establish and maintain technical methods and processes.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band ND-04 (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector as a Professional Engineer or Scientist providing technical oversight for risk management processes to ensure systems engineering objectives are executed in compliance with established instruction or requirements. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  • Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
  • Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.   • 1515-Operations Research Series: A degree in operations research; or a related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses. At least 3 of these 24 semester hours must have been in calculus.
