You will serve as a TECHNICAL DIRECTOR of the PACIFIC MISSILE RANGE FACILITY.

Duties

You will provide command direction, guidance and supervision for all range program, technical and administrative activities. You will assist the Range Commander in the formulation and executive direction of the PMRF range, and the executive matters pertaining to the PMRF organizational elements. You will manage the range mission, determine program goals, and develop organizational operating plans independently or jointly with the Department and Division Heads, and/or with other range supervisors. You will develop and implement PMRF regulations, policies, methods, and procedures that direct the scientific, technical, and administrative operations of the range. You will develop long- and short-term plans in accounting for frequent changes to scheduled customer requirements and priorities, providing authoritative recommendations for consideration by the Range Commander. You will conduct studies and special investigations to analyze and evaluate technical and program problems for meeting the needs and advanced technological requirements of the programs. You will perform a full range of personnel management, command leadership management, financial and contracting management functions and activities. You will be responsible for carrying out Equal Employment Opportunity (EEO) policies and communicating support of these policies to subordinates.

  • You will be required to obtain and maintain an interim and/or final top secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required top secret SCI security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require work aboard PMRF aircraft and surface vessels.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: directing the technical and administrative activities of a training range program (e.g. program planning and management; personnel management; command leadership management; financial and contracting management) by providing direction, guidance, oversight and supervision to support fleet readiness and weapons systems testing programs.
