This position is located in National Parks of Eastern North Carolina, in the Resource Management Division.

Duties
Duties of the position include but are not limited to the following:
Supervises the field operations of the Group's natural resources management and pony pens operations in the Ocracoke district. Serves as the Integrated Pest Management Team lead responsible for invasive vegetation treatment and pesticide use tracking.
Assists with research, conservation, and management of protected wildlife (sea turtles, piping plovers, least terns), the control of wildlife, or the determination, establishment, and application of the biological facts, principles, methods, techniques, and procedures necessary for the conservation, management and control of wildlife.
Collects data on condition of wildlife habitat and makes preliminary determinations on the cause of problems noted, e.g., drought, overpopulations, toxins. Seeks assistance for situations not covered by instructions or guidelines.
Independently develops or designs various aspects of research, inventory, monitoring, restoration projects and/or management and manipulation of biological resources on the basis of overall objectives outlined by the supervisor.
Implements biological resource management actions as a result of research and monitoring recommendations.
Makes field observations of natural resource conditions. Evaluates observed conditions and problems, and interprets variables, trends, correlations, and interrelationships among data and conditions.
Enters and retrieves data from Geographic Information System (GIS) and/or other information management systems. Prepares graphs, charts and illustrations for reports and technical publications using computer software.
Recommends modifications to field activity procedures to accomplish project objectives; and prepares draft reports and correspondence relating to field activities and results.
Provides written comments on environmental assessments, resource management plan reviews, and park, regional office, or I&M planning documents. Contributes to technical and implementation components of compliance and planning documents. Drafts funding proposals for consideration.
Provides logistical support and area orientation for contact or cooperating scientists, provides technical information, ensures quality control, and solves logistical or operational problems within the scope of incumbent's authority.
Provides information to employees and visitors about natural resource management programs and may develop and present interpretive programs to the public.
Adheres to established control/quality assurance protocols and safety procedures.
May serve as a Contracting Officer's Representative (COR) or an Agreement Technical Representative (ATR).
Area Information:
The Outer Banks are comprised by several towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The area is a beach destination. The beaches, as well as Albemarle and Pamlico sounds, provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. The Outer Banks has many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. Cost of living on the Outer Banks is somewhat expensive as compared to other eastern North Carolina communities.

Qualifications
All qualifications must be met by the closing date of this announcement-05/13/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Research activity or control program work, nursery work that required the growing and maintenance of plants in a controlled environment, work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice, implementing resource management actions as a result of research and monitoring, managing park natural resource data, planning and conducting natural resource data collection activities, or identifying and monitoring nesting shorebird and sea turtle species. You must include hours per week worked in your resume to receive credit for specialized experience.

EDUCATION: Successful completion of at least two full years of graduate education or a master's degree in an area of academic study that is directly related to the position. You must include transcripts if substituting education for specialized experience. Official transcripts will be required upon selection.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours (or equivalent if the program does not use semester hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include your transcripts and official transcripts will be required before your first day of work.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
