This position is located at Cape Hatteras National Seashore, in the Resource Management Division.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately March through October, and you will be in a non-pay status a minimum of one pay period (2 weeks) and a maximum of six pay periods (3 months) between November and February.
Duties

Serves as a Lead Biological Science Technician as part of the Resource Management and Science division in the Outer Banks Group.
Supervises the field operations of the Group's natural resources management and pony pens operations in the Ocracoke district. Serves as the Integrated Pest Management Team lead responsible for invasive vegetation treatment and pesticide use tracking.
Assists with research, conservation, and management of protected wildlife (sea turtles, piping plovers, least terns); the control of wildlife, or the determination, establishment, and application of the biological facts, principles, methods, techniques, and procedures necessary for the conservation, management and control of wildlife.
Collects data on condition of wildlife habitat and makes preliminary determinations on the cause of problems noted, e.g., drought, overpopulations, toxins. Seeks assistance for situations not covered by instructions or guidelines.
Independently develops or designs various aspects of research, inventory, monitoring, restoration projects and/or management and manipulation of biological resources on the basis of overall objectives outlined by the supervisor.
Implements biological resource management actions as a result of research and monitoring recommendations.
Makes field observations of natural resource conditions. Evaluates observed conditions and problems, and interprets variables, trends, correlations, and interrelationships among data and conditions.
Enters and retrieves data from Geographic Information System (GIS) and/or other information management systems. Prepares graphs, charts and illustrations for reports and technical publications using computer software.
Recommends modifications to field activity procedures to accomplish project objectives; and prepares draft reports and correspondence relating to field activities and results.
Provides written comments on environmental assessments, resource management plan reviews, and park, regional office, or I&M planning documents. Contributes to technical and implementation components of compliance and planning documents. Drafts funding proposals for consideration.
Provides logistical support and area orientation for contact or cooperating scientists, provides technical information, ensures quality control, and solves logistical or operational problems within the scope of incumbent's authority.
Provides information to employees and visitors about natural resource management programs and may develop and present interpretive programs to the public.
Adheres to established control/quality assurance protocols and safety procedures.
Area Information
The Outer Banks are comprised of several beach destination towns including Manteo, Nags Head, Kill Devil Hills, Kitty Hawk, Buxton, and Ocracoke. The beaches and Albemarle and Pamlico sounds provide exceptional recreational opportunities, such as fishing, surfing, boating, and many other watersports. There are several highly rated elementary, middle, and high schools and numerous extracurricular activities available for children. These towns all have homes for sale or rent and are within reasonable driving distance. The Outer Banks has many modern conveniences, such as grocery stores, retail shopping, banks, a hospital, and many restaurants. The cost of living on the Outer Banks is somewhat expensive as compared to other eastern North Carolina communities. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home up to 1-3 nights per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-GS-0404-09 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-0404-08 grade level in the Federal service (obtained in either the public or private sectors). Experience must have been related to the work of the position for which application is made. The specialized experience required for some positions in this series is normally work performed in a controlled environment. Examples of qualifying specialized experience include: Research activity or control program work, nursery work that required the growing and maintenance of plants in a controlled environment, work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice. Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience. You must include hours per week worked.

EDUCATION: Successful completion of at least two full years of graduate education or a master's degree with coursework in a field of study directly related this position to be filled including biology, ecology, botany, forestry, agriculture, etc. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, I have six months of specialized experience (50% of the experience requirement), and 21 semester hours of graduate work in a field of study that is directly related to the work of this position (50% of the education requirement) The total must equal at least 100 percent to qualify. You must include transcripts.
