The primary purpose of this position is to provide legal advice to the AFMC Commander, Command Staff, Program Executive Officers (PEOs), and all other subordinate organizations at Wright-Patterson AFB and throughout the MAJCOM.
Duties
1. Incumbent provides the AFMC Command Counsel, AFMC Commander, AFMC Command Staff, and other subordinate organizations throughout the MAJCOM with comprehensive legal and related business advice and counsel on all issues arising from or related to all HQ AFMC activities and assists stakeholders on major procurements and issues of first impression.
2. Incumbent is fully knowledgeable of all major substantive laws, regulations and policies pertaining to government procurement and related commercial law and litigation.

- Work may occasionally require travel away from the normal duty station using military/commercial aircraft or other modes of transportation.
- Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
- Incumbent must adhere to the Air Force Rules of Professional Conduct.
- Incumbent may be required to work other than normal duty hours; overtime may be required.
- The actual work performed in this position has been reviewed and determined it does meet exemption criteria outlined in 5 CFR 551 (a) (3) (c), Learned Professionals; this position has been designated as exempt (5 CFR 551.208).
- Incumbent is required to maintain Continuing Legal Education (CLE) currency as established by incumbents bar.

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and dated within 4 months of the date of the application. A4.2.5.1. Qualifications Required at GS-14 or GS-15 Level. General requirements set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Graduate from an ASA-accredited law school and be admitted to the bar of at least one State, the District of Columbia, or the Commonwealth of Puerto Rico, with at least ten (10) years of relevant experience. Three (3) years credit will be provided for an LL.M in a related field.
2. Knowledge of federal acquisition law (including but not limited to systems acquisition; research and development; facilities contracting matters; and the fiscal and technical data rights aspects thereof.)
3. Demonstrates skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions based upon such research and analysis.
4. Proven skill in effective oral and written communication.
5. Proven skill in using negotiation techniques to protect the Government's interest in major acquisition actions.
6. Ability to maintain a current license as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
7. Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
