THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PRIMARY PREVENTION SPECIALIST (PREV WF), Position Description Number T0069P01 and is part of the WY Joint Forces Headquarters ARNG, Wyoming National Guard. MILITARY AFFILIATION IS NOT REQUIRED FOR THIS POSITION.

Duties

The primary purpose of this position is to implement and support integrated prevention programs. It collaboratively identifies, implements, and assesses public health-informed and evidence-based prevention policy, practices, programs and processes. Supports healthy climate/culture to eliminate harassment, sexual violence, family violence and self-directed harm using a public health perspective and socio-ecological theoretical lens. This involves an integrated, multi-agency, and collaborative approach with other Wings/Regions, Joint Force Headquarters (JFHQ), and local programs with a nexus to integrated primary prevention (IPP) efforts. Serves as the point of contact for harm and abuse prevention programs and activities; provides program coordination and serves as the subject matter expert for the Wing/Region IPP program. Serves as the Primary Prevention Integrator (PPI) managing all aspects of a complex integrated primary prevention program (P3) for the Wyoming National Guard. Serves as a Wyoming National Guard point of contact for the suicide prevention program, workplace and domestic violence programs in a non-clinical primary prevention, here after referred to as prevention, role in coordination with applicable offices and community agencies.

AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued in the following order: Area 1: All permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within the Joint Forces Headquarters Integrated Primary Prevention Workforce Program. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENTS: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines that included at least 24 semester hours of course work in the behavioral or social sciences. (Include legible copies of transcripts showing awarded degree with application.) OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences equivalent to a major in the field. (Include legible copies of transcripts showing awarded degree with application.) OR Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to the GS-9 grade level or equivalent under other Federal service pay systems, private sector, or military analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and developing plans to facilitate the availability and effective utilization of various social science resources; knowledge of the National Guard and its mission and utilized the organizational staff procedures; and experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. Education

If you are using Education to qualify for this position, in addition to meeting the basic entry requirements, applicants may substitute education for experience if it directly relates if in possession of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
