THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PRIMARY PREVENTION SPECIALIST (PREV WF), Position Description Number T0069P01 and is part of the WY Joint Force Headquarters ANG, Wyoming National Guard. MILITARY AFFILIATION IS NOT REQUIRED FOR THIS POSITION.

Duties

This position is located at the Joint Force Headquarters-Wyoming National Guard reporting to the Integrated Primary Prevention Officer. Primary purpose of this position is to directly support the development and execution of policies, programs, and procedures for implementing integrated primary prevention activities relating to self-directed harm (i.e., self-cutting, drug and alcohol abuse, thoughts of suicide, self-directed abusive thoughts, suicide attempts and suicides), and interpersonal violence (i.e., sexual assault, workplace harassment, and domestic violence), averting harm or abuse before it occurs. The Primary Prevention Program is State-wide providing advisory, consultation and guidance to high level command issues pertaining to human services matters and programs benefiting families, military, and technicians. Develop policies, articulate program strategies, focus and initiatives, implement program, and provide good steward inspections, policy review, identify best business practices, engage outside stakeholders such as local non-governmental agency to develop sound long lasting resolutions; including methods used to establish program objectives.

AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued in the following order: Area 1: Area 1: All permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within the Joint Forces Headquarters Integrated Primary Prevention Workforce Program. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens TITLE 5 POSITION INFORMATION: Type of Appointment: Permanent Tenure: Group 1 or 2 Work Schedule: Monday - Friday, 7:00 am - 4:30 pm FLSA: Exempt Telework: The duties of this position require primary physical presence. Situational telework may be considered on a case-by-case basis. Position #: 1149200 Selecting Official: Ms. Kristin Malone This is a Professional or Scientific position (Grade 11 or higher) and is within the professional series IAW 5 USC §3319. Compensably disabled preference eligibles (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC §3313). Eligibles will be listed in score order, including veterans' preference points. Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENTS: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines that included at least 24 semester hours of course work in the behavioral or social sciences. (Include legible copies of transcripts showing awarded degree with application.) OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences equivalent to a major in the field. (Include legible copies of transcripts showing awarded degree with application.) OR Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the GS-11 grade level under other Federal service pay systems, private sector, or military analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Knowledge of the National Guard and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. COMPETENCIES: Knowledge of Primary Prevention efforts relating to self-directed and interpersonal harm. Knowledge and experience in the organization, management, and administration of programs and services to participate in self-directed and interpersonal harm prevention program planning. Excellent skills in oral and written communication to include report writing and maintaining proper records to document services provided. Ability to plan and adequately support the needs of National Guard members by determining what the future needs of the Service Member are through the interpretation and analysis of studies, and trends. Facilitates dialogue between state programs, divisions, directorates, and other areas to capture existing risk and protective factors related to the earliest prevention of self-directed and interpersonal harm though existing councils and circulation among the formation. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Applicants who are current non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current non-temporary GS employee applying for a higher grade than the grade you currently hold, provide an SF-50 that shows the required lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the required lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion.
