Duties

Program of instruction development/revision, instructional material development/revision, review of doctrine, research, analysis, consultation, and course evaluation. Researches, analyzes, develops, prepares documents, and reports regarding training effectiveness and recommendations for changes to the training program and methodology. Accomplishes special projects that frequently involve training and education matters but may be outside the employee's specialty area. Plans and conducts validity and reliability studies and surveys of training courses over a broad specialty area or cluster of courses. Establishes evaluation criteria and adapts or extends guidelines and procedures. Develops or assists in the development or adaptation of lesson plans, instructor manuscripts, advance sheets, practical exercises, case studies, training aids, and examinations to support specific lessons. Confers with curriculum designers, and subject-matter specialists to coordinate the instructional system analysis leading to the production of computer assisted/managed instructions, interactive video, and other automated materials and products. Evaluates training effectiveness in meeting the identified needs at multiple levels including reaction of customer, skills and information learning, job behavior change, and extent to which results have been affected by the training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a SECRET security clearance.
  • TDY 5% of the time.
  • One-year probationary period may be required.

Basic Requirement for: Instructional Systems Specialist (CA) Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: One year of specialized experience in 1) Advise the Training Development Division on learning models, methods, and strategies. 2) Lead an individual/collective task analysis. 3) Designing/developing individual education/training products utilizing the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) process. 4) Design and evaluate student testing/assessment processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Instructional ImplementationInstructional Materials & Curriculum DevelopmentInstructional Program Evaluation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
