About the Position: As a District Freedom of Information Act Coordinator, exercising discretion and independent judgment in the application of laws, regulations, precedents, and agency practices and electronic discovery requirements for the District's litigation, and litigation services support to attorneys, paralegals, information technology (IT) personnel, Department of Justice, and clients within the New Orleans District.

Duties

Serves as a point of contact for litigation support involving electronic discovery for all civil actions, contract claims and appeals, and other legal actions. Serves as a liaison for electronically stored information (ESI) between the legal team, Department of Justice personnel, information technology (IT) personnel and custodians of electronic records to ensure compliance with the ESI collection protocol. Assists attorneys in providing full litigation support for numerous cases involving large volumes of records. Performs large scale document reviews. Performs paralegal duties in all practice areas, including claims, real estate, and contracts. Gathers documents and processes/responds to Freedom of Information Act (FOIA) requests in a timely manner.

Specialized Experience: One year of specialized experience which includes: 1) Reviewing and producing discovery requirements for litigation including paper and electronic documents; AND 2) Completing office automation related to legal services requirements; AND 3) Processing requests for or familiarity with the requirements for the Freedom of Information Act; AND 4) Tracking and documenting workload requirements to ensure deadlines are met; AND 5) Providing discovery and trial litigation support to attorneys. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Law, Legal Studies, Pre-Law Studies or Legal Assistant/Paralegal. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-11 you must have 52 weeks at the GS-09 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
