Duties

Develop procurement packages for various acquisition needs that vary in complexity. Procures and administers a variety of contracts which frequently require special quality assurance provisions or other specialized terms and conditions. Serves as the principal contact for the contract and represents the agency in conferences with industry, state, and local governments pertaining to the procurement. Incumbent analyzes proposals for conformance with the solicitation; performs cost or price analysis, including review of cost breakdowns to determine reasonableness. Coordinates the establishment of a technical evaluation committee to determine acceptability of technical proposals; obtains required pre-award surveys to establish contractor responsibility. Obtains audits and pricing reports to develop negotiation strategy. Develops and maintains systems to evaluate and monitor contractual performance related to such areas as delivery, cost, and amount of progress or advance payments, effective use of government furnished property, scheduling and usage of facilities. Plans and conducts post-award conferences to ensure compliance with, and full understanding of contractual requirements and to preclude unauthorized changes or alterations in contract provisions. For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degrees. Attach a copy of the highest DAWIA certification in contracting which you currently hold. GS-11 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11: Specialized Experience Is Defined As: Independently performing duties involved with the award and administration of contracts. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11 applicants must have served 52 weeks as a GS-9 or higher in the Federal service. GS-12 QUALIFICATIONS One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-12: Specialized Experience Is Defined As: Broad knowledge and skill in contracting principles and procedures for pre- and post-award activities to award and administer contracts for a variety of specialized equipment and services. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 Substitution of Education for Experience:
  • Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-12 Substitution of Education for Experience:
  • Education is not substitutable for specialized experience at the GS-12 grade level.
