Duties
This position is located in the Central Office Human Resource Office (COHRO), Human Resource Management Division (HRMD), Washington, D.C. COHRO is the servicing personnel office for Bureau headquarters employees, including employees assigned to duty stations outside the Washington, D.C., commuting area. Plans, organizes, conducts, and reports on COHRO programs and operations within the area of staffing, position management, employee relations, performance work plans, time and attendance, training, and security. Recommends or develops new HR work methods to improve quality, compliance, and efficiency standards. This includes identifying trends and developing training and/or internal controls to improve program operations. Maintains an effective follow-up system to assure responsive and timely replies to reports and that appropriate corrective actions are taken in a timely manner. Conducts, directs, and coordinates the delivery of training sessions related to the human resource program for Central Office.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience that demonstrates technical knowledge of human resources programs such as position classification, employee compensation, human resources development, employee relations and benefits, and labor management relations in the federal government.
Experience auditing and evaluating human resource programs to determine compliance with policy and regulations.
Experience in gathering data, evaluating practices and making recommendations for improvement of a human resource program.
Experience in overseeing the planning, organizing, and reporting of an agency’s Human Resource Management program and operation.
