This position is located in the Washington, DC Commuting Area in the USAID Annex, 500 D Street SW, Washington, DC, in the Bureau for Global Health, Office of HIV/AIDs, Budget and Operations Division(BOD) at the U.S. Agency for International Development (USAID).
Duties
Demonstrate a strong working knowledge of budget formulation and execution of PEPFAR programs. This includes mastery of budget concepts, principles, practices, directives and regulations in budgeting for substantive international programs.
Support PEPFAR budget processes including original budgets and modified budgets to include Funding Allocation Strategy Tool and Operational Plan Updates (OPU).
Demonstrate intermediate or advanced use of Excel and Google sheets to monitor, track, and report on program budget allowances, distributions, obligations, unliquidated obligations, expiring, and canceling funds.
Propose solutions after assessing areas where funds are not being utilized in a timely manner.
Provide field missions, country and/or regional programs technical expertise and analytical skills regarding PEPFAR financial and budget management tools.
Review and analyze a variety of historical data and compare current spending information and trends for PEPFAR program budgets. Propose solutions for any budgetary or financial anomalies.

Qualifications

Specialized Experience:
GS-11: In addition to the Selective Placement Factor and Basic Requirement, you MUST have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include; a) experience with standard budgetary methods, practices, procedures, regulations, and policies for international health programs. b) Experience analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications c) experience with performing budget execution work involving fund control activities for health accounts, including adapting budgetary policies, analytical methods, and regulatory procedures for use by State and USAID Bureaus; AND d) experience monitoring, tracking, and reporting on program budget allowances, distributions, and obligations.

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

-A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
SELECTIVE PLACEMENT FACTOR:
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The selective placement factor for this position is: Do you have demonstrated experience with PEPFAR financial and budget management including financial reporting, budget tracking and analysis, utilization of program budget management tools, and advising international missions country programs? NOTE: Experience must be documented in your resume.
