This position is located in the Washington, DC Commuting Area in the Bureau for Global Health, Office of HIV/AIDS, Systems and Program Sustainability Division, at the U.S. Agency for International Development (USAID).

Duties

Work with local partners, localization policy, and government-to-government (G2G) to support the Office of HIV/AIDS. Serve as an Agreement Contract/Agreement Officer’s Representative or Activity Manager of Office of HIV/AIDS mechanisms designed to support capacity of local partners; Monitor grantee and contractor performance, deliverables, and project milestones. Plan and design centralized and mission-specific projects relevant to local partner transition and sustainability objectives. Review data analytics relevant to local partnerships, government-to-governments, to prepare and communicate updates to key leaders within Office, Bureau, Agency or Mission. Serve as a technical advisor on a range of HIV/AIDS activities including the capacity development of local partners to strengthen health systems services. Serve as an interagency subject matter expert on issues of sustainability, health systems, and local partner transition for the agency's HIV/AIDS programs.

Qualifications

Basic Requirements: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: GS-13: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) Assisting in the development of policy guidelines for local partner transition for HIV/AIDS programming within low and middle-income country settings; and (b) Assisting with data analytics for assessing program performance for HIV/AIDS programming within low and middle-income country settings; and (c) Conducting analysis and use of strategic information for sustainability and local partner transition; and (d) Assisting with procurement designs for transition for HIV/AIDS programming within low and middle-income country settings. GS-14: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. SELECTIVE PLACEMENT FACTOR: This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: experience in providing technical and programmatic expertise in capacity strengthening of local organizations, performance monitoring, and implementation of sustainable approaches for HIV/AIDS programming within low- and middle-income country settings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
