This position resides in the Collection Management Division (CMD), Office of Collection, Office of Intelligence of Analysis (I&A), Department of Homeland Security (DHS). Incumbent will serve as the Director, Collection Management Division, I&A Office of Collection.
Duties
The incumbent must be an experienced, senior Collection Manager with significant managerial experience. The incumber must possess strong leadership skills and be able to interact and brief senior government officials in many forums as a representative for the Office of Collection.

Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Overnight Travel of 1-5 nights per month may be required.
- Relocation expenses are not authorized.
- Individual must sign a Mobility Agreement.
- Incumbent is subject to polygraph examination, if required.
- Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.
- Employee must have significant experience in Collection Management
Qualifications
Specialized Experience:
For GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal services to perform duties such Intelligence Collection efforts to enhance and guide Collection activities for and on behalf of DHS.
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
Such experience could be gained from:
Serving as the subject matter expert for an organization in all Intelligence Collection matters.
Serving as a team lead or supervisor, managing support of Collection Management, reporting and policy development.
Instructor or mentor in developing and delivering learning both as formal classroom training and as a facilitator and mentor.
The competencies or knowledge, skills, and abilities needed to perform this job are:
Expert knowledge of Intelligence Collection and associated disciplines to achieve optimum collection efforts.
Expert understanding of the mission, function, programs and relationships across and between the DHS IE organizations and in the Intelligence Community (IC) to resolve collection-related issues and concern including those generated by, or of potential interest.
Mastery in the application of judgment and tact to successfully interact with high level technical and management personnel in connection with a variety of complex problems and issues.
Demonstrated mastery level expertise and experience in providing authoritative guidance to government organizations to achieve high levels of operational success.
Expert-level knowledge of the principles of intelligence operations as well as collection tactics, techniques, and procedures in order to gather, analyze and evaluate intelligence information.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level
