As a Senior Project Manager responsible for overall lifecycle of a construction project within the Facilities Project Management Branch, you are responsible for the coordination and integration of construction projects while ensuring adherence to established project constraints. Resolving engineering issues associated with facility projects managed by the organization using engineering principles, concepts, and practices for modifications of unique aerospace facilities and systems.

Duties

Plan and oversee the building process of various construction projects throughout the lifecycle for new facilities, or modifications to existing facilities, systems and ground infrastructure. Overall stewardship of the construction project established budgetary, schedule and scope constraints and reports to customer organization. Ensures construction projects is following through agreed upon acquisition and implementation methodologies. Coordinate with a team of professionals of different disciplines to achieve the best results for the management of the planning, design, implementation, and activation of construction projects. Ensure construction contractor is performing the work in accordance to established plan and agreed to project schedule, reviews resources estimates and uses such information to ensure proper distribution of project resources. Review detailed design, procurement and construction schedules and formulates and disseminates decisions for appropriate action to ensure compliance with approved project requirements and schedules. Management and integration of contractors performing the design and fabrication of large and complex electrical, mechanical, or structural ground support equipment or ground support systems may be substituted for facilities related experience. Perform independent assessments to evaluate the effectiveness and efficiency of operations and recommends improvements as necessary to ensure construction projects are being implemented within the established constraints Manage and integrate internal governmental oversight processes during the various phases of a construction project lifecycle to ensure adherence with applicable agency requirements. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

  • If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13, they will be temporarily promoted to the GS-14 level.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level: Conducting integration and technical oversight of construction projects to ensure proper stewardship of schedule, budget, and scope constraints in the execution of new construction and modifications of facility projects; Supporting design and/or implementation efforts for facility construction projects design, procurement and/or construction schedules and/or formulates and disseminates decisions for appropriate action to ensure compliance with approved project requirements, cost, and schedules; Guiding the collaboration and integration of cross functional areas outside your specific engineering discipline as necessary to support the execution of a project Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:

a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
