This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.
Duties
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
You will:
- Be responsible for regularly advising, assisting, and training HUD staff as well as local community officials, non-profit or for-profit entities, consultants, or contractors on CPD program requirements and implementation.
The duties require significant expert judgment in the application of policy directives, program regulations, handbooks, and memoranda in order to resolve complex issues and provide alternate solutions to address the identified problems, as well as improve management practices.
- Review grant applications and planning documents, performance reports, or other documents periodically submitted by grantees, or may train, advise, or support HUD staff in undertaking these duties. The Regional Senior CPD Representative is expected to have a high level of expertise regarding document requirements and CPD review standards and procedures. Using their own initiative, the Regional Senior CPD Representative may determine it necessary or appropriate to suggest revisions to existing procedures or forms so that government processes may be streamlined and made more effective.
- Be responsible for analysis of reports, system data, and other metrics related to grantee, Field Office, and regional performance. The incumbent will proactively identify trends regarding grantee performance and where concerns are identified, suggest corrective measures. The Regional Senior CPD Representative will use performance analysis to inform technical assistance and training strategies, as well as opportunities to disseminate "Best Practices."

Specialized experience for the GS-14 is one year of experience at the GS-13 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Serving as an expert-level resource on their team; this may include written and oral response to inquiries or requests from grantees, other partners, the general public, and/or state/local officials; AND
-Advising, assisting, and training staff as well as local community officials, non-profit or for-profit entities, consultants, or contractors on program requirements and implementation; AND
-Meeting community development, affordable housing, and homeless needs in a comprehensive, consolidated manner; AND
-Analyzing of reports, system data, and other metrics related to grantee, office, and regional performance.
Specialized experience for the GS-13 is one year of experience at the GS-12 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
-Serving as a resource on their team; this may include written and oral response to inquiries or requests; AND
-Advising, assisting, and training staff; AND
-Meeting community development, affordable housing, and homeless needs; AND
-Analyzing of reports, system data, and other metrics.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
