You will serve as a HUMAN RESOURCES SPECIALIST (LABOE RELATIONS/EMPLOYEE RELATIONS) in the Fleet Civilian Personnel Programs Office of DEPARTMENT OF THE NAVY. Vacancies will be filled at the following locations: Pearl Harbor, Honolulu, HI: SALARY TABLE 2024-HI (opm.gov) *A Cost-of-Living-Allowance of 8.90% will be added to the stated salary and subject to change. Bremerton, Kitsap, WA: SALARY TABLE 2024-SEA (opm.gov) Broadway Complex, San Diego, CA: SALARY TABLE 2024-SD (opm.gov)

Duties

You will serve as an authority on labor relations matters for customer commands and as a member of management teams to negotiate collective bargaining agreements. You will be responsible for making recommendations that strongly influence managements position in negotiations, disputes with unions, employee grievances, and other industrial problems. You will advise all levels of supervisors in achieving positive discipline and in studying and analyzing the human relations aspect of the discipline problem. You will recommend strategies and procedures that ensure effectiveness and assures compliance of actions taken, remaining alert for changes, as conditions require. You will provide technical advice to employees and supervisors concerning hours of work, leave and absences, and pay administration. You will provide technical advice to employees and supervisors concerning interpretation and application of Fair Labor Standards Act, political activity, medical evaluation examinations, and Standards of Conduct. You will present training to supervisors.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Qualifications for the GS-12 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching and analyzing employee or labor relations processes and procedures; advising managers on a wide variety of management-employee relations matters such as performance and conduct issues, grievances, appeals, or labor-management partnership; preparing draft agreements or appeals correspondence; and resolving disputes arising out of the disciplinary process. Qualifications for the GS-11 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical advice to management, unions, or employees on common issues or problems; researching and evaluating basic facts, laws and precedents concerning management, labor, and employee relations cases; performing fact finding to gather information in connection with cases or complaints. Education may be substituted for specialized experience as follows:
- Successfully completed a Ph.D. or equivalent doctoral degree;
-OR-
- Successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree;
-OR-
- Successfully completed an LL.M. degree that is related to the position being filled;
-OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
