The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
Serve as the Human Capital Program Manager for NCSC, helping to recruit, retain, and realign talent to advance NCSC's mission.
Work closely with center senior leadership to advance NCSC's human capital goals, helping to build an even stronger organization.
Collaborate with ODNI and community counterparts to recruit the most talented individuals to work in NCSC.
Assist center leadership shape and execute human capital initiatives to strengthen the workforce and increase retention through training, recognition, and other HC mechanisms.
Support organizational and personnel alignments necessary to improve mission effectiveness and increase employee satisfaction.
Develop strategic plans to support HC program initiatives; plan, develop, implement, and evaluate HC programs in response to IC directives and/or mission requirements.

Cultivate and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of HC programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant issues.
Qualifications
Knowledge of HC principles, concepts, regulations, and practices, and demonstrated ability to plan and manage HC functions for large scale ODNI and/or IC programs.
Demonstrated program management, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation HC programs.
Demonstrated ability to communicate, both verbally and in writing, information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Qualitative and quantitative analytical skills necessary to collect data, analyze it, and develop substantive reports.
Demonstrated ability to work effectively both independently and in a team or collaborative environment, using strong organizational and interpersonal skills.
