Incumbent will be accountable for accomplishing work assignments through a matrixed team of senior level professional and technical employees responsible for performing duties relating to the System Development Lifecycle for Human Capital Management (HCM) Solutions Modernization services. The incumbent will perform as a team lead during the discovery, design, development, deployment, and modernization of automated end to end HR Information Systems that comply with policies and regulations.
Duties
Ability to break down the long-term roadmap and goals for HCM into actionable work items (e.g., Epics, User Stories), and prioritizes them for implementation.
Responsible for maintaining regular conversation with customers and stakeholders to ensure they have awareness of project activities, and the team has accurate awareness of their needs.
Lead a matrixed team to lead HCM enterprise software from design, development, and implementation through sustainment. This includes discovery, planning, execution and transition to operational activities.
Manage shifting priorities and demands to ensure project results and ensures that both functional and timeliness requirements are met. The incumbent recommends resolution and mitigation in response to issues/barriers and closely monitors project risks. The incumbent provides and facilitates clear and concise communication across impacted parties to include stakeholders, CEHRIS management, VA management, and others.
Direct the use of agile project management in all aspects of work, providing iterative system development, testing, training, deployment, and sustainment across the VA enterprise.
Keep management well informed of all project status updates to include anticipated problems and delays and how these will be mitigated.
Define the data requirements and specifications in fulfilling identified CEHRIS needs across the VA enterprise which establishes or improves HR business information systems resulting in improvements to governance, information usability, validity, and availability.
Actively cultivate relationships and a collaborative environment with stakeholders, peers, and leadership.
Expert of, and skill in applying a wide range of advanced HR principles, concepts policies, and practices, as well as seasoned consultative skills sufficient to: provide staff-level advice to headquarters and/or equivalent operating HR offices in the development of solutions to especially complex problems of program improvement in one or more HR specialties as related to HR information system(s).

To qualify for the Human Resources Specialist position, candidates must meet the basic requirements AND grade level qualification requirements by the closing date of this announcement.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities, and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Creditable experience is specialized experience that demonstrates the application of HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. This experience may be obtained in the public sector, private sector or military. This experience must be equivalent to Federal service in terms of difficulty and complexity of duties. Skills obtained from these experiences are cumulative, which means that as an employee progresses in their career, skills acquired at lower levels remain applicable as new skills are added. Specialized experience is the practical application of the recruitment life cycle within an applicant tracking system and its relationship with interoperability tools to integrate transactional data from one system to the next by: 1) Providing a broad range of Human Resources (HR) information systems advisory and consulting services in the areas of recruitment, placement, and classification. 2) Experience soliciting requirements, facilitating design sessions with contractors/vendors, development of workflows and business processes, system configuration, testing, system rollout, and operations & maintenance of targeted software solutions across the HR enterprise to implement and sustain automated systems. 3) Ability to communicate and conduct briefings, system requirement interviews and training sessions for a variety of audiences.4) Experience in the administration of a Applicant Tracking System (i.e. USA Staffing System, Monster, Oracle, SAP, etc.) either as an Office Administrator, Office Coordinator, System Trainer, or Technical Subject Mater Expert (SME) (i.e. Onboarding, Job Board Postings, Specialized Recruiter, etc.).

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Creditable experience is specialized experience that demonstrates the application of HR management knowledge, concepts and principles and the performance of work in the HR specialty recruitment and placement areas.
Specialized experience is the practical application of the recruitment life cycle within an applicant tracking system and its relationship with interoperability tools to integrate transactional data from one system to the next by: 1) Serving as the subject matter expert and technical advisor for human resources talent acquisition systems and automated classification technologies; highly skilled in human resource applicant tracking systems (i.e. USA Staffing System, Monster, Oracle, SAP, etc) and analysis; 2) Expert knowledge and skill in program evaluation techniques; designing comprehensive studies to validate system capabilities or proposed solutions for new system functionalities or enhancements; 3) Providing expert advisory services and/or policy interpretation on complex issues; applied knowledge of VA human resources talent acquisition systems, major issues, and program objectives; AND 4) Leading system-level initiatives through project management: development, prioritization activities, evaluation, testing and delivering requirements of an Integrated Project Team (IPT).
GRANDFATHERING PROVISION
HR Specialists, GS-0201, employed in VA on the effective date (2/26/2023) of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
a. HR Specialists who are grandfathered into the GS-0201 occupational series may be reassigned, promoted up to and including the full performance level of a career ladder, promoted to a higher grade or changed to a lower grade within the occupation.
b. HR Specialists who are grandfathered into the GS-0201 occupational series can be placed in a lead, supervisory or managerial position through an appropriate position change without meeting the basic requirements required in this standard but must meet the grade level requirements.
c. HR Specialists who are appointed on a temporary basis prior to the effective date of this qualification standard may not be extended or reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.
d. HR Specialists serving on an appointment that leads to noncompetitive conversion to the competitive service may be extended on that appointment or converted to the competitive service without meeting the basic requirements of this standard, but they must meet the grade level requirements.
e. HR Specialists who are grandfathered under this provision that leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Education
Successfully completed courses and programs (bachelors level or higher) in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities are qualifying programs for the GS-07 through GS-15 grade level requirements.
