The Program Specialist position is located at the Minneapolis VA Health Care System (MVAHCS) in Minneapolis, MN within the Education Service Line. The position will require 50% percent of the incumbent duties dedicated to serving as the Specialist for the VA Midwest Healthcare Network RN Transition-to-Practice (RNTTP) Residency Program. The remaining 50% of the position serves as the Specialist for the MVAHCS RNTTP Residency Program and Nursing Health Profession Trainee Programs at the facility.

Duties

The Program Specialist position requires working collaboratively with Nurse Managers, Nurse Educators, Clinical Nurse Leaders, Clinical Nurse Specialists, Clinical Resource Nurses, Residency Program Directors and RN Transition-to-Practice Residency Preceptors on program development, implementation, progress, and evaluation both at the Veterans Integrated Services Network (VISN) 23 and within the Minneapolis VA Health Care System. Major duties include but are not limited to: Collaborate with leadership at both the VISN and at the local Minneapolis facility to plan, implement, administer, integrate, coordinate and evaluate the RN Transition-to-Practice Residency programs. Support recruitment and training of the Program Directors. Work with others to assess needs and resolve problems, demonstrating a commitment to quality service. Collaborate with all leadership to plan, implement, administer, integrate, coordinate and evaluate the programs in alignment with policies and regulations. Conduct surveys of educational training needs and analyzes information to inform program implementation and planning. Perform administrative management functions for assigned programs. Maintain written and oral correspondence with all facility leadership stakeholders, including preparation of reports, presentations, meeting agendas and minutes, schedules, evaluations and other program documents. Support program alignment with associated directives, policies, procedures and accreditation requirements. Serve as a Contracting Officer Representative (COR) for the programs related contracts. Serve as the day-to-day point of contact and liaison for the Nursing Health Profession trainee participants and staff affiliated with the program. Ensure proper assignment coding of programs participants in automated computer system. Responsible for document management and record keeping for assigned programs. Assist with quality improvement and strategic planning related to the program across all facilities within the region. Utilize computer and database applications to update and maintain program participant data. Serve as an administrative representative for the Minneapolis Education department. Responsible for calendar scheduling, travel, tuition processing, timekeeping and records management among other administrative duties. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative management in a medical office setting; Use of qualitative and quantitative analytical techniques to process data and make appropriate recommendations; Demonstrated planning, organizing, and problem-solving ability in an office setting; Experience conducting interviews and familiarity with Human Resource rules and regulations; Skilled in using computer software programs such as Microsoft Office and other information systems (This experience must be well documented in your resume or application package). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., if related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. (Transcripts with a conferred/completion must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelor's degree educational level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e., beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement. (Transcripts with a conferred/completion date must be submitted). Part-time experience will be credited on the basis of time actually spent in appropriate activities.
