Duties
The primary purpose of this position is: To design, plan, coordinate, and report on all aspects of exercise activities in support of the Homeland Defense mission in the air domain.
Directs and generates exercise planning and scheduling of 13AF Homeland Defense exercises within the ONE mission set in the USP ACOM Theater
Responsible for planning, coordinating, and implementing schedules to support complex air defense exercise requirements requested by P ACOM, PACAF, and HIANG
Communicates with/acts as an interface with other agencies regarding exercise planning
Frequently performs special complex projects. Serves as a program or project leader for complex, sensitive, or long-term studies concerning major MAJCOM or NAF exercises
Prepares and delivers oral presentations such as operational briefings, practical training sessions, executive consultations, and strategy conferences with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned exercises and projects

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Must have USAF air defense exercise planning background and experience working within a command and control environment
- Shift work, to include nights and weekends will be required throughout the year to support various exercises. In addition, work may extended beyond normal hours and over weekends and holidays should the situation dictate
- Must have a Secret clearance
- This is a 'KEY' position. Incumbent(s) must be removed from their military recall status if alternatives for filling the position during an emergency are not available
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150 - U.S. Office of Personnel Management
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal; demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; My specialized experience includes broad knowledge of peace-time exercise planning to deal with varied levels of air defense operations. A considerable degree of knowledge planning and coordinating various air defense scenarios working with military and civilian air defense entities in planning, organizing and executing the air defense mission. In-depth knowledge of aircraft operational concepts and underlying PACOM goals in order to make independent decisions concerning the planning, coordinating, and scheduling of PACAF aircraft flying in air defense missions. In-depth knowledge of aircraft capabilities and limitations to include range, fuel requirement, configuration, and landing and takeoff weight restrictions to ensure that safe and proper mission scheduling has been accomplished.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of a wide range of air defense operational concepts, training, tactics, procedures, practices, objectives and applicable directives. Makes independent decisions and recommendations to include exercise planning and executing air defense principles, procedures and courses of action
Experience in program analysis. Compiles and interprets data to be used in presentations. Displays ability to conduct in-depth studies, develop long and short-range plans, analyze findings, and recommend courses of action for meeting MAJ COM, CNAF, and organizational goals
In-depth operational knowledge of air defense tactics and C2 operations. Displays an ability to interpret new policies and directives as they apply to theater air defense programs/procedures. Adjusts work operations and objectives to meet changing program requirements within available resources with a minimum sacrifice of quality and quantity of work
Broad knowledge of USP ACOM, PACAF, 13 AF, 613 AOC and HIANG operations, practices, policies and procedures to effectively plan air defense operations. Displays an ability to effectively manage and direct air defense activities and evaluate and resolve technical issues
Displays an ability to effectively communicate in both oral and written form
Displays an ability to plan, organize, and meet deadlines. Show knowledge of safety and security regulations, practices, and procedures
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
