The primary purpose of this position is to exercise second level supervisory and managerial authorities over 515 AMOW Logistics Division while serving as the technical advisor to the Commander, 515 Air Mobility P Operations Wing and providing functional expertise to all AMC theater commanders.

Duties

Plans, organizes, and oversees the activities of the 715 AMOG Logistics. Develops goals and objectives that integrate organization and logistics division objectives. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Represents 715th AMOG with PACOM, HQ AMC, Theater Component Commands, installation and functional area organizations. Monitors and develops contract language of Navy and AMC Terminal Services contracts used throughout the Pacific theater to include Performance Work Statements and Quality Assurance Surveillance Plans and administers Terminal Services contract funding and contractor selection and performance processes. Oversees the Pacific theater portion of international commercial carrier contracts to ensure quality service throughout the life of the contracts.

  • This posn is subject to provisions of the DoD Priority Placement Program
  • Work requires travel away from the normal duty station on military or commercial aircraft. Normally 100-120 days TDY per year.
  • This position has been identified under DoD 5500.7-R as one that requires the filing of an OGE Form 450, Confidential Financial Disclosure Report. Incumbent must submit such a form within 30 days of assuming this position and annually thereafter.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • This is a Centrally Managed Position in the Logistics Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of (con't)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD, Air Force, and Air Mobility Command Logistics Systems to include Transportation, Supply, Mobility, Contracting, and Logistics Plans. Knowledge of the requirements, policies, processes, and procedures pertinent to Air Mobility and Air Terminal operations. Knowledge of safety and security regulations, practices, and procedures. Knowledge of contract Functional Area Chief and quality assurance evaluation procedures, regulations, and policies. Knowledge of Federal Acquisition Regulations, Air Force, and Navy contracting publications and processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, Air Force, and Air Mobility Command Logistics Systems to include Transportation, Supply, Mobility, Contracting, and Logistics Plans. Knowledge of the requirements, policies, processes, and procedures pertinent to Air Mobility and Air Terminal operations. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Knowledge of contract Functional Area Chief and quality assurance evaluation procedures, regulations, and policies. Knowledge of Federal Acquisition Regulations, Air Force, and Navy contracting publications and processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
