The position is located in the Office of Research and Development (ORD), Veterans Health Administration (VHA), VA Central Office (VACO).? ORD provides over $980 million in VA research funding to approximately 3500 VA scientists located in VA facilities across the United States.

Duties

The Director of Research Education and Training serves as a recognized expert and executive leader for VA research education and is responsible for ensuring that VA research personnel are provided continual education and training in accordance with all VA and other Federal requirements, and with all VHA research standards. The Director oversees the design of training and education programs and collaborates with senior leaders, professionals and subjects matter experts from across federal agencies and within VA to provide training and education utilizing a wide variety of educational platforms and technologies. The Director leads organizational strategies for identifying opportunities to improve education and training for research related topics (human research, biosafety, animal, electronic health system) including federal regulatory and VHA research policy training. Develops, implements, analyzes, and evaluates mechanisms to assess the effectiveness of training and education programs, including identification and use of educational metrics informing the DCRADO-EPROS, and other executive leaders of the strategic direction necessary to inform VA of potential changes needed to policies and regulations impacting the education and training of research personnel in VA. The Director of Research Education and Training oversees the VHA relationship with the Collaborative Institutional Training Initiative (CITI) and oversees the development and implementation of ORD educational platforms and toolkits to aid VA researchers. The Director plans, organizes, and directs special projects/programs to negotiate effectively with senior leaders and management to accept and implement recommendations where the proposals require changes in established procedures or may conflict with the current education/training practices. The Director of Research Education and Training oversees and advises on planning and preparation of ORD Conferences and other special events, as directed by the DCRADO EPROS. Promotes and oversees updates to the ORD website with Veteran-focused information about research engagement towards outward stakeholders and customers. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 15 position you must have served 52 weeks at the GS 14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: 1) Individual Occupational Requirement (IOR): You must possess a bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. **All Applicants must provide a transcript at time of application. Any applicant that does not provide the transcript or meet the basic education requirement will not be considered further for this position.** 2) Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Collaborates with senior leaders, professionals and subject matter experts on the design of training and education programs in a research setting including federal regulatory and institutional research policy training. 2) Identifies opportunities to improve education and training for research related topics such as human research, biosafety, animal research and the electronic health record. 3) Oversees the development and implementation of departmental educational platforms and toolkits to aid researchers. 4) Develops, implements, analyzes, and evaluates mechanisms to assess the effectiveness of training and education programs, including identification and use of educational metrics, 5) Provides support for the Collaborative Institutional Training Initiative (CITI) within a department or institution. 6) Assigns and evaluates work of subordinates based on priorities, difficulty of assignment and the capabilities of supervised employees. 7) Demonstrates higher level communications tasks such as providing oversight for updates to departmental content on a website and advising on preparation of departmental conferences and other special events. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required during travel and job duties.
