This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for (DHA Certain Personnel Workforce for DoD) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Natural Resources Specialist, GS7/9 with promotion potential to GS-11 with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Operations Division.
Duties
Determine courses of action and prepare related documents to implement new programs.
Develop procedures to implement directives from higher authority including coordinating and planning activities for programs which deal with multiple-resource management.
Prepares assists and/or reviews natural resource plans and programs pertaining to silviculture, range management, soil conservation, and agriculture
leases, environmental compliance, wildlife habitat, and public use.
Prepares documentation in support of Master Plan Updates/Supplements and assists field project/lake manager in preparation of Operational Management Plans (OMPs) and Shoreline Management Plans (SMPs).
Prepare papers and supporting data for presentation at meetings and conferences.
Frequently participates with Real Estate and field personnel to ensure compliance with established policies and guidelines.

- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

Basic Requirement for Natural Resources Specialist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-7: One year of specialized experience which includes: 1) Review natural resource plans for compliance. 2) Prepares supporting documentation for presentation at meetings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Specialized Experience GS-09: One year of specialized experience which includes 1.) Reviews applicants and proposals to assure program consistence and quality control. 2.) Assist in preparation of environmental assessments and plans for land use proposals.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Specialized Experience GS-11: One year of specialized experience which includes 1.) Advise field project on management on natural resources principles. 2.) Prepare natural resource plans i.e range management, compliance and/or wildlife habitat.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
