About the Position: This is an Environmental Resource Specialist, GS-0401-13 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Planning, Programs & Project Management Division.

Duties

Serve as a regional expert in the areas of ecosystem restoration, fish and wildlife mitigation, water quality and dredged material evaluations, and endangered species act requirements. Serve as the District's technical expert and liaison for the resolution of technical issues on assigned activities that are raised during the review by higher authorities. Ensure that direction taken and study documentation developed conform to legal, procedural, and regulatory requirements and are in line with current Corps thinking on the issues. Participate in review conferences for assigned studies and provides written input on the environmental aspects of the project. Coordinate extensively with counterparts at the district, division, and HQUSACE levels, with other Federal, state, and local officials, and with private interests to develop solutions regarding environmental issues. Serve as the District's technical expert in ecosystem restoration planning and policy and the interpretation of policies, laws, regulations and issues concerning required documentation. Facilitate preparation of environmental impact assessments that are fully documented, technically correct, procedurally and regulatory sound. Maintain a complete knowledge of the environmental aspects of assigned studies and provides guidance, insight and direction as needed.

Additional information about transcripts is in this document. Basic Requirement for Environmental Resource Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-13: One year of specialized experience which includes 1.) Verifying projects are in compliance with Federal environmental policies and laws; 2) developing Environmental Assessments and/or Environmental Impact Statements; AND 3) leading ecosystem restoration and/or fish and wildlife habitat mitigation projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Environmental Law and Regulatory ComplianceNatural Resource ManagementPlanning and EvaluatingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
