The Office of the Director (OD), Office of Management (OM) is looking to fill several Change Management Specialist position within their NIH Business Systems(NBS). This position serves as a Change Management Specialist with responsibility for a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. Duties
As a Change Management Specialist your duties will include, but not be limited to:
Analyzing and evaluating the effectiveness of program operations and procedures.
Developing and recommending procedures or policies to address changes in the organization.
Developing and recommending ways to improve program and operational effectiveness and efficiency.
Establishing plans to communicate to and train identified target audiences, with appropriate messages, activities, training materials, and resources needed to be effective over the project life cycle.
Providing advice and assistance to change management staff on workflow policies and procedures.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
- Males born after December 31, 1959 must be registered with the Selective Service.
Qualifications
You qualify at the GS-12 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing and evaluating the effectiveness of program operations and procedures; developing and recommending ways to improve program or operational effectiveness and efficiency; providing guidance to clients, staff and management on organizational processes and functions; AND managing the change management initiative.
You qualify for the GS-13 level, if you meet the following qualification requirements:
You must demonstration in your resume at least one (1) year of qualifying experience equivalent to at least a GS-12 level in the Federal service obtained in either the private of public sector, performing the following types of tasks: analyzing and evaluating the impact of new or proposed organizational changes on the effectiveness of program operations and procedures; recommending organizational change to business processes, systems and technology, job roles and organizational structures; developing change management guidance materials, manuals, templates and job aid resources on organizational processes and functions; AND developing communication plans to convey change management initiatives.
