This is a secondary position requiring prior Nuclear Materials Courier experience. If you do not possess this experience, you will not be qualified for this position. A successful candidate in this position will serve as a Program Analyst to provide direct support for OMO Courier Operations. The OST Mission is performed on a 24 hour, 7 days a week basis. All employees are subject to participation in both scheduled and unscheduled emergency response exercises and events.

Duties

As a Program Analyst, the incumbent will: - Be responsible for design, implementation, and program oversight of the Agent Command Quality Management Program, Procurement Analysis, and Contractor Support operations. Performs a lead role analyzing, evaluating, and tracking the Command's budget, expenditures, and funding requirements requiring significant skills preparing complex reports, adapting analytical techniques, and modifying evaluation criteria, to measure program effectiveness and organizing and delivering detailed briefings to management. - Serves as travel coordinator for the program, providing guidance to travelers, establishing budgets, and managing the accounts for each program division. - Be responsible for creating, developing, implementing, and maintaining various computer programs and functions that directly support Agent Command operations and Nuclear Materials Courier function. - Conducts inspections, evaluations, and studies to determine Command Programs effectiveness, quality, and productivity in relationship to the TSS and Courier operations.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., GS-12 or NQ-02. Specialized experience for this position is defined as experience demonstrating ability to supervise, manage or instructing a training program for Nuclear Materials Couriers, and/or developing a training program related to Transportation Safeguards System to meet the unique mission requirements for the Office of Secure Transportation. Examples of Specialized Experience: 1. Manage, monitors, and performs in-depth analysis of ongoing program, recommends corrective action as necessary and communicate program statuses to management. 2. Performs budget activities, propose solutions in program execution, scheduling and or funding requiring in depth review of program financial data. 3. Customize documentation support including update cost and schedule presentations for periodic meetings and program reviews. 4. Provides oversight for assignments, audits costs and progress, and provides reports as requested. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
