The Maintenance and Operations Supervisor has full supervisory responsibility work operations and employees working in the Maintenance and Operations section of the Facilities Engineering Service . Under authority delegated by the Chief Engineer, the incumbent provides technical and administrative supervision over subordinates in the Maintenance and Operations Section of the Facilities Engineering Service.

Duties

The Maintenance & Operations Supervisor serves as a full time M&O Supervisor and reports to the Director, Facilities Engineering Service. Works with the shop section supervisors to plan, organize, and direct the activities of the maintenance and operation sections, ensuring that facility maintenance, infrastructure maintenance, grounds and transportation, and service contract monitoring complies with legal and regulatory requirements and meets customer needs. Will have oversight relative to overall maintenance activities and will discharge duties/functions as necessary to ensure compliance with all applicable Codes, VA Directives, NFPA, JCAHO, OSHA, and EPA requirements.Some duties include, but are not limited to: Plans work to be accomplished by subordinates, sets/adjusts short-term priorities, and prepares schedules to meet changing mission requirements. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of maintenance and administrative issues. Structure assignments in such a way as to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Exercises supervisory personnel management responsibilities over facilities maintenance and operation sections consisting of four WS-10 Section Supervisors, and skilled tradesmen ranging from WG-03 to WG-10. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees accountable for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistent, equitable action in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. The M&O Supervisor encourages self-development of subordinate workers. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2024. Your resume must show evidence that describes your experience as it relates to this position. This includes, but is not limited to: responsible for overseeing the supervision of journeyman and tradesman workers of varying trades and/or crafts that are unrelated in nature; possesses extensive knowledge and experience gained by having been associated with or worked for a significant period of time in any one or combination of trades associated with construction, maintenance, or repair and operation of plant facilities to be able to determine individual trade, material and equipment requirements, and work sequences; possesses strong communication and writing skills and a broad knowledge of Medical Center operations & communicates well with peers, subordinates, supervisors, and counterparts in other services; determines how many assignments can be done concurrently or which must be delayed and the number and type of employees needed, considering skills and personnel available to do the work and the availability of materials and equipment required; provides direct input and participates in meetings and/or conferences with senior management, Division, and other personnel involving the initial analysis of long-range work requirements for in-house maintenance and major construction project support (typically, 6 months or longer in advance of the beginning of actual work operations); and responsible for the effective and economical use of allocated resources, both human and material costs, redirecting resources (materials and staff) under their supervision to accommodate for emergencies. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements: Occasionally lifts heavy loads, machinery parts, etc., be able to climb/descent ladders and scaffolds. The Incumbent is subject to all hazards inherent in the physical plant and grounds environments, for example: burns, cuts, bruises, sprains, falls, high heat, high humidity, etc. Working Conditions: May work from ladders, scaffolding, and/or hydraulic platforms. Requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. May be subject to possible dangerous working conditions including exposure to hazards normally encountered in the Medical Center, trade related work, various types of infections, electrical shock and/or electrical burns, cuts, bruises, and strains. The wear of appropriate & required personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
