The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over assigned nonsupervisory HQ AFMAA employees. Also serves as the senior technical training and professional education advisor. Directs and is responsible for executing training and training support activities.
Duties
As Branch Chief Plans, organizes, and directs the activities of the Training Support Branch in a FOA, ensuring the Agency complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Executes METP Educations Metrics Program.
Represents METP with a variety of installation and functional area organizations.
Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics.

- This is a Supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager.
- Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
- This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.
- This is a Centrally Managed position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include planning work for accomplishment by subordinates ensuring that staff members are effectively utilized to meet organization and customer needs; evaluating training effectiveness and efficiency using the results of data collected to refine and improve training programs; collaborating with course developers or instructors to apply learning theory to specific objectives, design training strategies, and validate training materials; and gathering, compiling, and analyzes data to formulate recommendations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert technical knowledge of management engineering (ME) principles, concepts, methodologies, guidance, and organization principles and knowledge of the Instructional System Development (ISD) techniques to analyze, implement, and evaluate AFMAA METP training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency.
Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
Knowledge of education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques.
Ability to plan, organize, mentor, motivate, direct and appraise the staff of a small to medium organization, and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
Demonstrated ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.
Knowledge of budget regulations and procedures to administer civilian training funds and forecast and oversee resource requirements for facilities, office/classroom space, equipment, and supplies including service contracts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
