About the Position: This position is located at HQ, US Army North, Office of the Commanding General, Office of the Chief of Staff, Fort Sam Houston, TX.

Duties

Serve as an agent of the USARNORTH commander on accounting, financial, and managerial issues that require examination by a financial professional. Directing or managing the implementation and supports the ARNORTH Audit Cell as the Facilitation Manager. Perform quick response audits, audit readiness and sustainment, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up. Serve as the command representative and point of contact for external agencies' inspections and audits, and exercises oversight and limited technical and administrative supervision over lower-graded Internal Review (IR) Auditors. Perform the most complex analysis and evaluations related to all aspects of accounting, management control and risk management. Ensure Internal Control Administrators perform a full scope risk assessment of operations, reporting and compliance processes executed throughout the command. Accomplish internal audit steps by applying Government Auditing Standards and a wide range of audit techniques (e.g., interviews, computer assisted audit techniques, statistical analysis, and questionnaires). Keep Command Group and appropriate unit/staff section chiefs informed of status of findings of internal and external audits.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance through the duration of your employment.
  • This position requires the employee to occasionally travel away from the normal duty station up to 10% of the time.
  • Position requires DoD Financial Management Level II certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Basic Requirement: Degree: Bachelor's degree or higher in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (You must upload a copy of your school transcripts). OR Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. (You must upload a copy of your school transcripts). The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience: One year of specialized experience which includes (1) experience performing professional audit activities involving the analysis of business records; (2) experience preparing audit plans based on use of the appropriate auditing techniques; and (3) experience evaluating the validity of findings and recommendations identified by external audit agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsDecision Support Audit ExecutionFundamentals and Operations of AuditInternal Controls/IntegrityTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
