About the Position: This position is located at U.S. Army Medical Command Headquarters, located at Fort Sam Houston, San Antonio, Texas. MEDCOM HQ's is located in beautiful and historic San Antonio and is within easy commuting distance of desirable neighborhoods and excellent school systems.

Duties

Performs complex professional audit activities involving the analysis of the accounting records. Analyze financial and accounting reports for data integrity, completeness, consistency, and conformance to regulatory directives. Execute a variety of financial and operational audits to assess program performance, analyze data, and recommend improvements. Interpret/advise others on auditing and accounting policies, regulations and principles on new mandates and highly controversial issues. Perform complex professional audit activities involving the analysis of the accounting records.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
• Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining, AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-yr course of study described in paragraph A;AND(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes conducting compliance audits for government contractor clients and reviewing contractual agreements to ensure adherence to proper accounting principles. Conducted quick response audits to determine compliance, distribute and monitors the workload of lower graded auditors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
