The auditor position is located in the Finance Service and performs systemic financially based audits, surveys, reviews, studies, analysis and evaluations of the financial operations, internal controls and procedures at Atlanta VA Health Care System.

Duties

Major duties include but are not limited to: Performs operational audits of facility programs concerning industrial and support activities and their related accounting/reporting systems. Reviews and evaluates activities and related internal controls; and provides recommendations for improvement of the effectiveness and efficiency of operations. Researches regulations, work standards, related accounting and cost information to make comparison to actual work situations and established program goals for compliance, accuracy, and reliability. Serves as a continuing resource to management by studying and analyzing troublesome areas which are revealed by examination, audits, reviews, investigations, inspections, etc. Reviews internal controls considering aspects of security and accountability to prevent or correct waste, embezzlement, unauthorized use of funds and errors in the various accounting systems. Prepares and completes reports on results of reviews and meets with management representatives to present findings. Performs selective checks of activities pertaining to the various aspects of procurement and contract placement and administration; determines that incoming requisitions and work orders are acted upon promptly. Serves as consultant to operating officials providing not only the auditor's findings on financial transactions but also assisting, through objective appraisal of the manner in which financial accounting policies are carried out, in developing adequate operating procedures. Prepares and submits official reports, correspondence and complete and adequate working papers to reflect methods and procedures in effect; internal controls exercised; adequacy of administrative operation; deficiencies, irregularities, and exceptions noted; effectiveness of the overall program; determination of areas of weaknesses. Follow-up and correction of all exceptions and irregularities noted by such teams from higher echelons are made by incumbent and Service Chief as advised as to action taken in each case. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. FOR GS-09: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with reconciliations, accounting records, accounts receivables, receipts, deposits; Perform review and analyses of accounting data; Prepare financial statements and reports; Experience with accounting systems; Prepares and processes refund vouchers to veterans, employees, and vendors; Prepare monthly reconciliation of funds, ensuring deadlines are met as required by policy; Train employees in specific tasks and job techniques and make available written instructions; Review, certify, audit, and processes payments; Serve as the Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP) and Invoice Payment Processing System (IPPS) Training Coordinator; Review of all weekly transactions to ensure proper costing, accuracy, timeliness, and policy requirements are met.; Monitor purchase card orders; Review employee debts. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. FOR GS-11: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of accounting and auditing concepts, practices, and techniques: knowledge of regulations and work standard and mission objectives as applied to planning, conducting, and reporting audits for depot operational programs including industrial operations and their related accounting systems to determine adequacy of accounting methods and compliance with regulations. Conduct financial audits of fiscal and related accounts to determine possible violations of applicable regulations; proper reporting, agreement between subsidiary and control accounts, overspending, adequacy of accounting methods and procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree NOTE: Transcripts (unofficial or official) must be submitted with your application materials. You will be rated on the following Competencies for this position: Audit ReportingAuditingInternal Controls Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
