This position is located in the Office of the Secretary, Office of the Executive Secretariat-Executive Director/Human Resources (S/ES-EX/HR). You will serve as a Human Resources Specialist, providing expert advice and guidance to the Office of the Secretary employees and management on a wide range of human resources (HR) matters for the Office.
Duties
Analyzes and resolves broad, complex, controversial and high priority recruitment issues requiring extreme care in problem resolution.
Prepares recruitment requests and information for job announcements via Monster Hiring Solution, developing crediting plan, reviewing job applicants in order to rate applicants' basic eligibility and qualifications.
Reviews position classification requests by management officials, assessing the accuracy and adequacy of the request and its supporting documentation.
Provides expert advice and guidance on a wide range of HR matters including staffing and recruitment, organization and position management, performance management, HR development, benefits management, and employee relations.
Maintains liaison with the Department's central HR offices on HR functions within the scope of the work duties by providing statistics, background information, justifications, and other related data as required.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience preparing vacancy/job opportunity announcements, determining applicants' eligibility and qualifications, ranking candidates and referring highly-qualified candidates for selection.
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least two human resources functional areas (e.g., recruitment and placement, classification, employee relations, performance management, HR development, employee benefits).
Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach.
Experience providing advice and guidance to management on the appropriate disciplinary or corrective actions needed in response to a range of conduct and performance problems.
Experience drafting a variety of reports, letters, memoranda, position descriptions, and other correspondence on a full range of sensitive management issues.
There is no substitute of education for specialized experience for the GS-13 position.
