As an Equal Employment Specialist (Case Manager), you will work to promote a discrimination free work environment focused on serving veterans. Your primary responsibility includes preventing, resolving, and processing Equal Employment Opportunity (EEO) discrimination complaints efficiently and effectively.

Duties

Receive telephone calls and emails to provide information regarding complaints of discrimination to individuals and or their representatives. Obtain and counsel relevant information concerning allegations/claims of the complaint to determine whether ORMDI or or other organization has jurisdiction. Receives complaints of employment discrimination under the EEOC’s authority. Interview and inform Complainants to explain their administrative and legal rights and responsibilities under the federal statues enforced by the EEOC. Request documentation relevant and material to the issue(s) to review for acceptability determination. Drafts a variety of materials such as memoranda, letters, and related documents into final form for acceptability determination. Research and recommend EEO regulations, case law, and policies to suggest changes to ORMDI's EEO procedures based on new legal determinations. Maintains and follows up concerning files, Complainants, and facility personnel to secure additional information necessary to case processing. Conducts EEO training to prevent violations of equal employment laws for employees Updates and monitors ORMDI’s complaints management system to ensure the system’s accuracy and effectiveness.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Performing acceptability determinations of equal employment opportunity (EEO) cases; (2) Analyzing procedures to resolve EEO matters; (3) Writing acceptability determination amendments of formal EEO complaints; (4) Conducting EEO training related to compliance of EEO laws/procedures.

There is no educational substitution for the GS-13 level.
