As an Equal Employment Specialist (Case Manager) you will work to promote a discrimination free work environment focused on serving Veterans by preventing, resolving and processing EEO discrimination complaints in a timely and high-quality manner. You will be responsible for reviewing and processing EEO complaints and draft acceptability determinations. You will be the point of contact to internal and external customers and provide oversight for the VA's Harassment Prevention Program.
Duties
Duties may include but are not limited to: Receives telephone calls and emails from individuals and their representative seeking information regarding complaints of discrimination.
Obtains relevant information concerning the allegation of the complaint and counsels the individual as to whether ORMDI or some other organization has jurisdiction.
Receives complaints of employment discrimination under the federal statues enforced by the EEOC.
Interview Complainants and informs them of their administrative and legal rights and responsibilities under the federal statues enforced by the EEOC.
Request documentation that is relevant and material to the issues being review for acceptability determinations.
Drafts acceptability determinations, types a variety of materials such as memoranda, letters, and related documents into final form.
Research EEO regulations, case laws, and policies and recommend changes to ORMDI's EEO procedures based on new legal determinations.
Maintains files on cases requiring additional information. Follows-up with complainants and facility personnel, when necessary, to secure additional information.
Conduct EEO training for customers to prevent violations of equal employment laws.
Updates and monitors ORMDI’s complaints management system.

Qualifications
Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Performing acceptability determinations of equal employment opportunity (EEO) cases; (2) Analyzing procedures to resolve EEO matters; (3) Writing amendments of formal EEO complaints; (4) Conducting EEO training related to compliance of EEO laws/procedures.
Education
There is no educational substitution for the GS-13 level.
