The position is located in the Services Division in the Office of Industry and Competitiveness Analysis. The candidate will be responsible for identifying, developing, maintaining, and analyzing pertinent qualitative and quantitative information on trade and economic matters relating to the competitive posture of the United States and other countries. This position is included in the bargaining unit, AFGE Local 2211.

Duties

We are looking for an individual with strong research and analytical skills who is comfortable working in a team environment and who has demonstrated exceptional written and oral communication skills. At the entry level of this position, you will: Apply analytical and evaluative techniques to issues and studies sufficient to reach sound conclusions; Compile and accurately process and analyze useful, applicable, and extensive economic or trade information and data from appropriate sources in a timely manner; uses well defined procedures; Practice project management and procedures sufficient to effectively and efficiently work with multidisciplinary teams conducting fact-finding and import inquiry investigations; Produce and direct production of clear, concise analytic and factual reports, and to speak and write convincingly for internal and external audiences, including industry, other agencies, and foreign representatives, on issues involving assigned industries, markets, products, or projects. Duties will progress at each grade level. Career ladder promotions are at the discretion of the supervisor, and all eligibility and qualifications requirements must be met in order to progress to the next grade level.

Requirements

  • You may be required to submit a Financial Disclosure Statement
  • You must be able to obtain and maintain a Secret clearance

Qualifications

You must meet all the requirements below by the closing date of the announcement and they must be clearly identified in your application, resume, or supporting documents. This includes any general and specialized experience, education, and/or selective placement factors mentioned. These are used to determine if you possess the knowledge, skills, and/or abilities to successfully perform in this position. To qualify at the GS-11 level, you must have one year of specialized experience comparable in scope and responsibility at, or equivalent to, the GS-9 level obtained in the Federal service or in the private or non-profit sector. Specialized experience would include 1 or more of: (i) as related to major services industries such as digital, financial, transportation, and professional services, having knowledge of trade laws and regulations, current trade and market conditions, factors of competitiveness in the United States and leading global markets; (ii) identifying and obtaining economic and international trade information, and processing and manipulating data; (iii) preparing a variety of written materials on complex topics and submitting written materials to others for editorial and technical review, as a demonstration of written communication skills; and (iv) planning, designing, carrying out, and leading projects, studies, or other work, as part of a team. OR Substitution for Experience: Possession of a PhD. or equivalent doctoral degree in international trade, international relations, economics, business, finance, or other trade related field is fully qualifying at the GS-11 level. To qualify at the GS-12 level, you must have one year of specialized experience comparable in scope and responsibility at, or equivalent to, the GS-11 level obtained in the Federal service or in the private or non-profit sector. Specialized experience would include 2 or more of: (i) as related to major services industries such as digital, financial, transportation, and professional services, having knowledge of trade laws and regulations, current trade and market conditions, factors of competitiveness in the United States and leading global markets; (ii) identifying and obtaining economic and international trade information, and processing and manipulating data; (iii) preparing a variety of written materials on complex topics and submitting written materials to others for editorial and technical review, as a demonstration of written communication skills; and (iv) planning, designing, carrying out, and leading projects, studies, or other work, as part of a team. To qualify at the GS-13 level, you must have one year of specialized experience comparable in scope and responsibility at, or equivalent to, the GS-12 level obtained in the Federal service or in the private or non-profit sector. Specialized experience would include 3 or more of: (i) as related to major services industries such as digital, financial, transportation, and professional services, having knowledge of trade laws and regulations, current trade and market conditions, factors of competitiveness in the United States and leading global markets; (ii) identifying and obtaining economic and international trade information, and processing and manipulating data; (iii) preparing a variety of written materials on complex topics and submitting written materials to others for editorial and technical review, as a demonstration of written communication skills; and (iv) planning, designing, carrying out, and leading projects, studies, or other work, as part of a team.

Education

GS-11: To substitute education for specialized experience, you must possess of a PhD. or equivalent doctoral degree in international trade, international relations, economics, business, finance, or other trade related field is fully qualifying at the GS-11 level.

At the GS-12 level: There is no substitution of education for experience.

At the GS-13 level: There is no substitution of education for experience.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
