This position serves as a Biometrician in a Bureau of Land Management, Forestry Section. This is an ICTAP/CTAP/VEOA eligibles only vacancy announcement for Portland Oregon location only. The commuting area for ICTAP/CTAP/VEOA consideration is Portland, Oregon.

Duties

As the Interdisc Quantitative Statistician/Forester/Statistician (Biology)(ICTAP/CTAP Only) in this position, you will: Serve as a subject matter expert for applying statistical methods to inform forestry practices and natural resource management. Communicate complex technical issues to a variety of audiences, including other biometrics professionals, experts from different fields, managers and leaders, and the public. Apply statistical methods to questions from a wide variety of professional fields within natural resource management. Advise and lead efforts to inventory forest resources and analyze the resulting data.

Qualifications

In order to qualify for this Interdisciplinary Position, you must meet the Basic Education Requirement for at least ONE series (GS-0401, GS-0460 or GS-1530) AND the Additional Specialized Experience described below. BASIC EDUCATION REQUIREMENT: Natural Resources Specialist GS-0401: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree (or higher) with a major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. OR, An equivalent combination of education and experience in courses equivalent to a major course of study, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Forester Series GS-0460: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree (or higher) with a major study in Forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work was in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology -- examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory -- examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. OR, An equivalent combination of education and experience in courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. Statistics Series, GS-1530: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree (or higher) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR, An equivalent combination of education and experience that includes courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. AND MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) performing standard statistical studies to assess the validity of data; (2) using statistical software packages and/or computer database tools to analyze and model systems; (3) use spatial statistics, modeling, and computer programming to address natural resource questions; (4) prepare reports describing statistical designs and models and/or showing the results of statistical analyses. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.
