This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Procurement Analyst GS-1102-12 position with the Mission Installation Contracting Command.
Duties
Identifies situations which could significantly improve efficiency, economy, and/or effectiveness in contractor support of the Army.
Utilizes Business Intelligence and other automated systems for statistical and other reports on aspects of contracting, such as trend analysis and spend analysis to promote strategic sourcing.
Analyze data relative to the customer's organization, operation, and mission priorities from multiple sources, and formulates and proposes innovative acquisition reform and business initiatives leading to increased customer satisfaction.
Assist the customer in development of contract requirements and in the coordination of contract support requirements from MCC
installation contracting offices.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Educating customers on contract requirements and in promoting customer satisfaction in their acquisition development; 2) Performing all levels of peer reviews such as Solicitation Review and Contract Review Boards, etc.; and 3) Developing Command Metrics using automated systems for statistical and other reporting sources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
In addition to the specialized experience, the following basic education requirements must be met:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
Or
Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000 are also exempt from meeting this requirement.
