About the Position: These positions are with the U.S. Army Medical Command, Health Care Acquisition Activity (HCAA), Medical Readiness Contracting Office - West, located at Fort Sam Houston, Texas or Fort Bliss, TX.
This is an Acquisition Workforce Demonstration Project Position.
Duties
Serve as a Supervisory Contracting Officer and will be required to have unlimited warrant authority for government contracts and procurement of health care providers.
Responsible for variety of regional and/or DoD medical contracting actions such as medical related service and medical equipment/supplies to include facility maintenance and environmental service contracts.
Supervise employees and manage assignments; review/evaluate work; establish/track metrics while fostering teamwork in the organization.
Approve work schedules and leave requests; review resumes, interview candidates and make selections; review and certify position descriptions; develop, execute and approve training and training requests.
Responsible to interface with regional staff to ensure office is providing quality contractual support. This position may assume role as office deputy in his/her absence.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of a financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position is subject to a Temporary Duty or business travel requirement of 10% or less of the time.
- Incumbent must meet positions pre-requisites to obtain and maintain a Contracting Officer Warrant.
- Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience in the Federal service which includes experience in a variety of contract functions such as pre-award and post-award contract processing; and issuing Request for Proposals, conducting negotiations, performing technical evaluations, and soliciting contract awards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).
