The primary purpose of this position, SUPERVISORY SUPPORT SERVICES SPECIALIST NJ-0342-03, is to exercise first level supervisory and managerial authority over the Hill AFB Postal and Official Mail Distribution Center.
Duties
1. Plan, organize, and direct the activities of the organization, ensuring operations comply with legal and regulatory requirements and meet customer needs.
2. Exercise supervisory personnel management responsibilities at least 25% of the time.
3. Participate in projects and initiatives and performs special assignments.
4. Represent the organization with a variety of installation and functional area organizations.

- PHYSICAL DEMANDS: Due to extended standing, lifting packages up to 30-50 lbs., team lifting up to 75 lbs., lifting arms above shoulders, bending at knees, etc. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
- WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
- A 1 year supervisor probationary period is required if not previously met.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Support Services Administration, 0342.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-03, equivalent to the next lower grade GS-08 or equivalent in other pay systems. Specialized experience is experience in providing managerial and technical oversight needed to provide responsive and mission-ready operational Mail Center and administrative mail management program support; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience may include: 1) Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures; 2) Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization; 3) Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.; 4) Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization; 5) Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related with the Major study being in- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed 1 full year of graduate level education with the Major study being in - public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of postal operations, federal statutes and laws, governing mail management regulations, and other information management disciplines at widely separated on-base and off-base locations.
2. Ability to communicate effectively, both orally and in writing. Skill and diplomacy in dealing with professional civic, civil service, and military personnel superior in grade and/or position.
3. Ability to plan, organize, and direct the functions and motivate the staff of a small to medium sized organization. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; ability to plan budgets; ability to recommend technology applications to fill customer missions; and ability to model high standards of honesty, integrity, trust, openness, and respect for individual by applying these values to daily behavior.
4. Knowledge of US Privacy Act and Freedom of Information Act laws and directives.
5. Knowledge of host and tenant organizations, functions and missions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
